Residents near a dam in southwest Virginia were told to evacuate after a slow-moving storm system brought flash flooding to the region on May 21, with more significant flooding predicted. A torrential downpour triggered life-threatening flooding in Roanoke County, Virginia, on Tuesday, May 22, 2017.
Residents near Spring Valley Dam were told to leave their homes early Monday, the city of Roanoke said. Officials said a total of 13 homes were affected by the evacuation, while fire and rescue workers went door to door to evacuate residents and ask them to move to higher floors. In Greensboro, 35 businesses were flooded as floodwaters damaged roads and forced 300 people to evacuate.
Flooding in Richmond is the second highest level on record for the James River, which on Sunday was at its highest river level in more than a century, the National Weather Service said. The Roanoke River rose to 1,200 feet, considered a 1-in-200-year event, setting a new high for river flooding Monday morning in Richmond, the state's third-largest city. In addition to flooding in Virginia, flooding in North Carolina and South Carolina and Georgia, with the Roansburg River in Roenoke, have also increased in recent days.
In addition to the flooding, the storm caused the second-highest flood in the state's history, surpassing Hurricane Hazel in 1954 in some cases. More than 1,000 homes and businesses along the Roanoke River were damaged or evacuated from their neighboring communities during flooding, according to the Virginia Department of Natural Resources.
Flooding damaged 350 homes and barns, and roads worth $2 million were damaged, the Virginia Department of Natural Resources said. Flooding was also reported in Maryland and neighboring Virginia, where more than 1,000 homes, businesses and roads were damaged.
Waynesboro, also in Augusta County, suffered $3 million in damage after the South River reached a record high, damaging 213 homes and businesses. In the worst flooding on record in the city, Roanoke caused about $225 million in damage, damaging 3,100 homes or businesses, according to the Virginia Department of Natural Resources.

There were 38 deaths and damage is estimated at $753 million, making it the costliest flooding in West Virginia, according to the Virginia Department of Natural Resources. In Augusta County, 22 people died after the South River flooded - the largest in the state's history. Damage is estimated at nearly $700 million for the entire county of Augusta, making it the most expensive flood ever.
Although most of West Virginia's livable land is in flood plains, river flooding can cause serious damage in other parts of the state. Flooding in Maryland occurred after flooding from Virginia and West Virginia spilled into the Potomac River, the second largest river in the United States after the Mississippi.
The plaintiffs believe the damage occurred after the company opened the floodgates of Lake Lynn Dam. To preserve its integrity, the power company did so, triggering a class-action lawsuit that ultimately failed. A storm also washed away beaches along the coast affected by Hurricane Gloria, as well as flooding along the Potomac River in Virginia.
